Is it correct to assess development of a nation/world based on its economic progress modelled on technological progress without taking into consideration GNH (Gross National Happiness)?

There is no running away from the fact that money moves world affairs and with that any tool that can be used to stay on top of this will be maximised. Happiness then becomes secondary. Some would even agree that economic progress will ensure a higher GNH??
